Tshwane Zones and Access Restrictions/Road closures

Approaching the stadium by public transport shuttles and by pedestrian access is highly promoted whilst private vehicles are to be heavily restricted.

Each host city has a clear stadium approach plan with a wide, vehicle free, pedestrian only zone with the closest private vehicle parking areas being located at least 2-3 km from the stadium.

As the event unfolds each city will finalise its transport service plan and publish key information for all visitors and spectators on this website.

1. Zones and Access Restrictions:

Traffic Flow Restrictions:

Traffic flow around Loftus Stadium has been carefully planned to cause as little disruption as possible whilst adhering to the stringent safety requirements of a FIFA host venue.

There will be two levels Traffic restrictions which will take place in two phases:

➢ Road Restrictions throughout Tournament (Soft Lockdown):

Dates: 1-24 June 2009

During the above time, there will only be access restrictions on the roads immediately surrounding Loftus, as below:

  • Kirkness Street,
  • Jorissen Street
  • Lynnwood Road (partial)
  • Bond Street (partial)

Vehicles and pedestrians wishing to gain access to these streets during this time will need to be accredited.

No general through traffic will be permitted on restricted routes.

➢ Match Period Restrictions (Full Lockdown):

Dates: 14, 15, 17, 18, 20, 21 June 2009

During the above dates, pedestrians and vehicles without accreditation will be restricted from entering a much larger area around Loftus Stadium. Full lockdown will take place on the three match days, as well as the day before each match. On these days, traffic will be intercepted at two boundaries, or traffic zones, as follows:

Traffic Warning Zone:

All traffic (pedestrians and vehicular) will be stopped at the boundary of the traffic warning zone and those without accreditation will be diverted around the stadium area.

Anyone who is not accredited and wishes to enter the traffic warning zone will first undergo a security check and will be escorted to their destination.

Traffic Free Zone:

All people and vehicles, even those accredited for inside the traffic warning zone, will be intercepted at this second zone and only traffic accredited for addresses inside the traffic free zone will be allowed in. Those who do not need to be at a destination inside the traffic free zone will be diverted around it.

Residents and businesses in the area are urged to take note of the full lockdown days:
14 and 15 June 2009
17 and 18 June 2009
20 and 21 June 2009

2. Accreditation:

All those who live in, work at, own or regularly go to an address inside the traffic warning or traffic tree zones need to apply for accreditation for themselves and their vehicles.

During the times outlined above, anyone who is not accredited will be restricted from entering.

Employers are responsible for ensuring all their employees are accredited, including domestic workers.

Students and scholars (including their parents) of the University and nearby schools must however not apply for accreditation; their institution will communicate with them as to the procedure that needs to be followed.

Application forms are available from Loftus Versfeld Stadium or via local community organisations such as residents’ associations and churches and on the City of Tshwane FCC website: www.tshwane.gov.za/fifaworldcup

Rustenburg Road Closures:

Match Day Road Closures and Detours:

The detour will be due to closure of R565:

Detour on Eastern side of the stadium:
The detour on the eastern side of the stadium will be via the Luka road on the northern side of the stadium, and then linking again into Nelson Mandela Avenue at the Lefaragatlhe intersection.

Detour on the western side of the stadium:
The western side detour will be via the local Phokeng routes.
The recommended detour is the eastern detour, as more capacity is available on this higher speed detour route, compared to the western detour, where some sharp turns will lead to lower travel speeds.

Heavy vehicles should also use the eastern detour, which is more suitable for through freight-traffic than the western detour.

Both the detour routes will be signposted to inform the travelling public en-route.
